One Big Beautiful Bill Act
On July 4, 2025, the President signed H. R. 1 (One Big Beautiful Bill Act) into law and made several changes to federal student aid programs. We are awaiting further guidance from the U. S. Department of Education to better understand the impacts of this legislation, and will update this page as more information becomes available.
Changes are not scheduled to go into effect until July 1st, 2026.
As we await further guidance, we will continue to support our students by processing and disbursing financial aid based on federal, state, and institutional rules and regulations. We appreciate your patience as we navigate these changes.
2026-2027 financial aid changes
Undergraduate Students
Direct Subsidized/Unsubsidized loan proration
Undergraduate students enrolled less than full time (12 credits) will have their student loans prorated based on their enrollment level.
Parent PLUS Loan Limits
Parents can borrow up to $20,000 per year, per dependent student, to a lifetime limit of $65,000 per dependent student.*
*If a borrower had a Parent PLUS loan made prior to July 1st, 2026 while the student is enrolled in a program of study, the parent can continue to borrow under the pre-July 2026 limits for up to 3 academic years, or the remainder of their dependent student’s expected time to credential-whichever is less.
PLUS loans after July 1, 2026 are not eligible for an income-based repayment plan. Therefore, parents who borrow PLUS after July 1, 2026 would not be eligible for public service loan forgiveness.
Change in Repayment Plans
Students with new loans made on or after July 1st, 2026 will only have 2 loan repayment plan options after graduation: a tiered standard repayment plan, or a new income-based plan – RAP. All loans must be repaid under the same repayment plan, so borrowers with loans made prior to July 1st, 2026 who take out new loans after this date, will only have these 2 options.
NOTE: students who borrowed prior to July 1st, 2026 and withdraw from their program of study may no longer be eligible for the “legacy provision” – borrowing limits for loans prior to July 1st, 2026, even if they were previously eligible.
Graduate/Professional Students
Elimination of the Grad PLUS Program
Graduate PLUS loans will be eliminated beginning July 1st, 2026. Students who have previously borrowed at least one federal loan prior to this date will be eligible to apply for Grad PLUS for the remainder of their academic program OR for 3 academic years, whichever is less.
Student Loan Proration
Graduate and professional students enrolled less than full time (varies per program) will have their student loans prorated based on their enrollment.
Student Loan Limits
The following changes were made to loan limits:
– Graduate student annual limit remains at up to $20,500 per academic year, however the aggregate maximum is now $100,000 (this does not include undergraduate loans).
-Professional students* may borrow up to $50,000 per academic year, with an aggregate limit of $200,000 (this does not include undergraduate loans).
