Statement of Care
Saint John's University (SJU) believes that individual choices involving the use of alcohol have an impact on both the individual and the community. National studies have found that alcohol use is closely linked to sexual assault, declining academic performance, violent crime and alcoholism among college students. For these reasons, the university's alcohol policy demonstrates a strong ethic of care and establishes healthy standards for the community in relation to the responsible and legal use of alcohol. This policy is written in accordance with Minnesota state law and reflects the mission, goals and academic standards of our community.
As a residential college, SJU students have the opportunity to learn with a group of individuals who make up their community. A part of the learning that takes place is social in nature. Responsible and legal alcohol use is a part of that educational process. Development of individuals and social choices can have long-term effects on behaviors, attitudes and values. Learning to know one's limits and to care about one's community are integral to the residential experience. Students are expected to use caution in choosing to use alcohol and are responsible for their behavior at all times. Being in a community means that individuals are also responsible for others. Taking action to care about and confront inappropriate alcohol use among one's peers makes the community stronger. This policy, although specific to SJU, is equivalent to the College of Saint Benedict (CSB) policy. Students will be held accountable for their behavior on either campus.
Individual Use
- Individuals who are under the age of 21 are not allowed to possess or consume alcohol. Individuals who are 21 years of age or older, who choose to use alcohol, are expected to use and consume alcohol responsibly.
- Individuals 21 years of age or older, who choose to use alcohol, may possess or consume alcohol within a private room, apartment or house where at least one assigned resident is 21 years of age or older and is present.
- The sale or distribution of alcohol to individuals under the age of 21 is prohibited.
- No alcohol is permitted in first year residence halls (including Aurora, Corona and Regina at CSB and St. Thomas and St. Mary at SJU). Alcohol may be permitted in rooms on the first floor of St. Thomas Hall, but only when room residents are age 21 or older, and in accordance with other policies within the J-Book.
- Individuals are not allowed to stockpile, store or display alcohol or empty alcohol containers in their residences.
- Kegs, party balls or other common containers of alcohol (e.g., punch bowls) are not allowed in residence hall rooms.
- Alcohol may not be consumed in any common spaces including hallways, lounges, balconies or any other public spaces.
- Residents are responsible for the individual use of alcohol by guests and for any violation of policy, disorder, or damage associated with the behavior of guests.
- Drinking games or drinking contests of any sort are strictly prohibited.
- Alcohol and related items including containers, kegs, taps and beer bongs are confiscated without return when a violation occurs.
- Students who violate state or local liquor laws off-campus may be subject to prosecution by local law enforcement in addition to campus disciplinary action under the Good Neighbor Policy.
- Individuals are not allowed to possess or consume alcohol on the Link Bus. An individual who vomits on a Link bus will be assessed a fee.
- Individuals may not possess, alter, create or use a fake ID or knowingly provide false information or identification to law enforcement or a college/university official.
Campus Houses and Apartments
- Students who wish to host parties at SJU must obtain an SJU Party Permit from their Faculty Resident (FR). Obtaining a Party Permit requires:
a) A meeting with ALL residents from a given apartment with the FR from their area.
b) An agreement, during the meeting, to comply with SJU Campus and Residential Life Policies.
c) Once an apartment has been granted a Party Permit, it must be displayed at the location specified on the permit itself.
d) Individual party requests from apartments who have permits will be reviewed and either approved or denied by Residential Life Staff in their area or Campus Life. - Residential Life staff in each area or Campus Life will determine the number of registered events approved each weekend.
- Events with alcohol in campus houses or apartments are subject to disciplinary action when the parties or events are unapproved or University policies are violated. Disciplinary action could include the loss of an apartment's Party Permit.
- Public notice of parties on bulletin boards, emails, electronic social networks such as Facebook or other social media, or by any other means is prohibited.
- Individuals hosting or present at an event with alcohol in campus houses or apartments are not allowed to charge (directly or indirectly), invite donations or collect money.
- Events with alcohol in campus houses or apartments are limited to Friday and Saturday nights and must be concluded by 1:00 a.m.
- Events with alcohol in campus houses or apartments are limited to one 8-gallon keg (or equivalent) per night/per event.
- Events with alcohol in a private room, apartment or house may be restricted by Residential Life Staff or Campus Life on the weekends of Homecoming, Family Weekend, Little Siblings' Weekend, "Pines" or other times as necessary.
- Events with alcohol in a private room, apartment or house are not allowed on the weekend prior to final exams week, during final exams week, Commencement weekend or during any academic recess.
- Events with alcohol may not allow any form of drinking game or contest.
- Events with alcohol must include a comparable amount of non-alcoholic beverages and food that lasts the duration of the event.
- The number of guests allowed at an event with alcohol must not exceed the occupancy level of the residence as determined by the Residential Life and Housing Office.
Outdoor Consumption (SJU only)
Students will be allowed to consume alcohol in designated areas outside Vincent Court Apartments and outside of Flynntown Apartments between the hours of 4:00pm and 8:00pm. (Includes Flynntown Apartments and Vincent Court only.)
Designated Areas:
- Flynntown Apartments: On the back sidewalk on the Northwest corner of the building (Please see map).
- Vincent Court Apartments: Between the front door and the sidewalk directly in front of the specific unit (Please see map).
Outdoor Consumption Expectations:
- Students and guests consuming alcohol must be 21 years old or older.
- Only residents of the specific unit and guests of that unit are allowed to consume alcohol in that outdoor space.
- Guests consuming alcohol outside of Flynntown Apartments must be accompanied by a resident of Flynntown Apartments.
- Students may not cross over between designated areas with open containers.
- Common containers of alcohol will not be allowed in outdoor spaces. Common containers include coolers, cases of beer, kegs, bottles of liquor, etc.
- Parties may not be hosted outside. University Staff, at their discretion, reserve the right to ask students to move indoors or to ask guests to leave the premise altogether.
- Open containers outside of designated areas constitute a policy violation.
- Open containers are not allowed in public areas inside Flynntown Apartments (Hallways, Lounges, Basement, etc.)
Student Clubs and Organizations
- Alcohol service may only be provided by SJU Dining Services, CSB Culinary Services or another licensed vendor.
- Events where alcohol is served require an alcohol permit from the Director of Student Activities and Leadership Development (or designee). The Director of Student Activities and Leadership Development, in consultation with the Director of Life Safety Services or Director of Campus Security, has the administrative authority to grant or withhold permits for events serving alcohol to students.
- Student clubs and organizations may not use allocated student activity fee funds or club, organization or other generated revenue (e.g. t-shirt sales, membership fees) to purchase alcohol for any club or student event.
- The sale or availability of alcoholic beverages at an event may not be advertised (e.g., ads in The Record, any kind of electronic posting such as e-mail, Facebook, other social media outlets, posters, bulletin boards).
- Student clubs and organizations may not sponsor or promote an event with alcohol, on or off-campus, that uses alcohol or alcohol specials to attract attendance.
- Student clubs and organizations, including but not limited to student media, may not promote the use or purchase of alcohol in any advertisement, or use the name or alcohol products of any beverage distributor in the advertisement or promotion of an event.
- Public notice of parties on bulletin boards, emails, electronic social networks such as Facebook or other forms of social media, or by any other means is prohibited.
- Events with alcohol must include a comparable amount of non-alcoholic beverages and food that lasts the duration of the event.
- Events with alcohol must not allow any form of drinking game or contest.
- Members of student clubs and organizations are not allowed to consume alcohol while participating in club or organizational meetings, activities, or competitions.
- Members of student clubs and organizations must supervise events with alcohol with members who do not consume alcohol.
- Alcohol is not to be stored in student club or organization offices.
- Possession or use of alcohol in motor or recreational vehicles on college, club, or organization student activity fee sponsored trips is not permitted.
- Members of student clubs and organizations hosting events with alcohol are held responsible for the legal and responsible use of alcohol, as well as any illegal use of alcohol, by spectators or event participants.
- Student clubs and organizations sponsoring events at SJU must comply with the Order of St. Benedict or Saint John's University policies regarding the use of University or corporate land or facilities.
St. Joseph City Ordinances
Students are advised on specific city ordinances regarding the purchases and use of alcohol and noise disturbances. Students are advised to respect the laws of all our neighboring communities.
- Alcohol may not be sold directly or indirectly without a license. That is, money cannot be collected at an event in a private residence in order to consume alcoholic beverages.
- No alcohol is to be consumed or carried in an open container on any street, highway, alley, sidewalk, parking lot or automobile.
- People must show proper identification to a bartender or police officer when in a licensed liquor establishment.
- All on-sale liquor is to be consumed inside the building where it was purchased.
- A residence may have and use only one keg at a social event.
- No liquor shall be sold or consumed on a public highway or in an automobile in any public place in the city of St. Joseph.
- The noise ordinance prohibits loud parties or the playing of stereos in a loud manner that may be heard at the property line.

Intervention
The upholding of the SJU Alcohol Policy rests with all members of the university community. The University also expects students to assist and/or confront peers who are irresponsible and/or abusive in their use of alcohol.
The College of Saint Benedict and Saint John's University are committed to the health, well-being, and safety of its students. The Good Samaritan Policy is designed to be used when, in the judgment of others, a student needs medical assistance because of drug or alcohol use.
It is intended to encourage students to come forward without fear of disciplinary action being taken against the impaired student or those who seek to help them. This policy is based upon the premise that failure to call for medical assistance in an alcohol or drug related emergency is a violation of our community standards.
Alcohol policy violations are referred to Campus Life Staff as outlined in SJU's student conduct process. Violations are referred to a student conduct hearing. The purpose of the hearing is to determine the individual's level of responsibility for policy violations and to assign appropriate disciplinary sanctions. Sanctions may include, but are not limited to, the following: written warning, behavioral agreements, fines, community service, educational programming, written response to educational materials, probation, eviction from campus housing, requirement of professional evaluation or treatment (at student's expense), withdrawal, suspension, or expulsion. The seriousness and/or repetitive nature of violations is taken into consideration when sanctions are given.
Resources
Students who are concerned with their own alcohol use or the alcohol use of a friend should consider using the Counseling Services (320-363-3236). The services are free, confidential, and can assist students in talking about issues, receiving treatment, or support. SJU or the court system may also refer students for a chemical use assessment and/or treatment. The cost for a chemical use assessment and/or treatment is the responsibility of the student.

Behavior
Reviewed: August 2017
Students are accountable for ordinary standards of behavior even though their particular misconduct may not be explicitly mentioned in Saint John's University (SJU) documents. SJU reserves the right to deny continued enrollment, re-enrollment, or to apply disciplinary sanctions to any student whose personal history, background, or behavior, indicate that his presence at SJU or its functions or activities would endanger the health, safety, welfare, or property of the members of the SJU community or interfere with the orderly and effective performance of SJU's functions.
Bicycles

Bicycle storage, spring through Thanksgiving Day, is restricted to bicycle racks and dorm rooms. Any bicycle left in bicycle racks after Thanksgiving Day will be confiscated. Bicycles are subject to confiscation at any time when found in unauthorized public places (ie, campus grounds, building corridors, laundry). Upon proof of ownership, there is a $25 charge for the release of any confiscated bicycle plus a $5 per month storage fee. Any bicycle unclaimed after 30 days will be considered abandoned and become University property subject to disposal. No bikes of any kind are allowed on woodland trails.
Boats and Fish Houses

- Watercraft motors shall not be transported on Saint John's University (SJU) property for use on any lake within SJU property except for Safety Patrol.
- Except for Life Safety equipment, only canoes and rowboats without motors, and fish houses are permitted on SJU property, and only with a special permit issued by Life Safety Services. The permit is to be visibly displayed.
- Watercraft with permits, not owned by the Order of Saint Benedict, may be moored only in areas designated by Life Safety Services and only between May 1 and October 1.
- Watercraft and fish houses that do not conform to these restrictions are subject to impoundment. Impounded items will be returned only after proof of ownership and payment of a $35 fee for release and $5 per month for storage. Unclaimed property will be considered abandoned after 30 days.
- The Order of Saint Benedict assumes no liability for watercraft or fish houses placed or used on its property.
- Students may bring private boats and canoes on campus for use on lakes, provided they are registered with Life Safety Services and obtain a free permit; and they are used and moored only in season and only in the designated areas (Huschle Point and North Watab). Boats and canoes are subject to impoundment for non-compliance.
Official Closing Notice/Canceled Classes/Delayed Start

Announcements under this policy will be made most often through email and, when necessary, through the MyConnect emergency notification system and will include the descriptions outlined in the policy to designate the status. Please ensure your contact information for the MyConnect system is up-to-date. The primary media outlets for official announcements include the four major TV stations and all St. Cloud area radio stations.
Confiscation

Any and all articles confiscated because of possession, abandonment or illegal use become the property of the University and will be disposed of at the discretion of the University. Property will be held only 30 days. A storage fee will be charged when an article is claimed and eligible for release.

a) Open fires (campfires, bonfires) require a burning permit from the Fire Department which is requested on line through Saint John's Outdoor University. Permits must be in your possession during the time of the burning. You may be asked to produce the burning permit by a Life Safety Officer or Fire Department personnel.
Reservation of the Watab Picnic Grounds is done on line through Saint John's Outdoor University.
b) All fires must be contained in the pit provided, thoroughly extinguished before leaving the area and must never be left unattended. By thoroughly extinguished it is meant that the ashes/coals need to be cool to the touch. You may need a shovel and bucket to completely extinguish the fire in the pit. Those items are your responsibility because there is no equipment available from SJU to extinguish the fire. If the fire department responds to complete extinguishment of the pit, the responsible person will be billed for their services and this would cost $300.00.
c) The person to whom a burning permit is issued will be held responsible for any damage as a result of the fire and/or failing to adhere to policies. Fire related infractions are an automatic $300.00 fine, plus damages.
d) No cutting of trees, branches, etc., is allowed on SJU property. You must supply your own firewood or wood can be ordered when you set up your reservation with Special Events.
e) Keep our grounds clean. Pick up trash (two large garbage bags will be provided when you pick up your burning permit - those bags should be disposed of in one of the on campus dumpsters, not left out in the camp area). Failure to do so may result in a clean-up fine that will be determined by the Grounds Department.
f) Reminder to not store charcoal, propane, or lighter fluid in residence halls
COVID-19 Behavioral Expectations

We know that masking, physical distancing (6 foot minimum) and good hand hygiene can significantly mitigate the spread of COVID-19. Therefore, in the interest of community health, compliance is critical.
Students are always expected to comply with these guidelines. Students must wear their mask (properly), maintain social distance and practice good hand hygiene. This applies on and off campus. If a student fails to comply after a warning, if their behavior is belligerent or their infraction egregious to the point it could put others at risk, that student will be asked to move off campus immediately, complete their academic work remotely, and be restricted from being on the campuses. In addition, students must comply with the specific quarantine and isolation guidelines on the COVID-19 website.
If SJU students are found to host or participate in events that disregard these guidelines they will not be able to return to campus for any reason and all course work and student matters must be completed remotely.
Discrimination
Reviewed: August 2017Saint John's University (SJU) and the College of Saint Benedict (CSB) are committed to creating and maintaining an environment in which all members of the community are aware of and respect the rights and human dignity of every other member. Therefore, we will investigate and promptly seek the equitable resolution of allegations of discrimination relating to race, religion, color, national origin/ethnicity, sex, sexual orientation, age, marital status, or disability.
Conduct including verbal and written communication, non-verbal gestures, physical assault, and otherwise threatening or intimidating behavior, that compromises these community values of respect and hospitality stated in the Human Rights Policy is considered adversely discriminating and serious. In addition, posting materials of any kind (for example, any symbol, object, appellation, characterization or graffiti) in the public view such as, for instance, on one's person, on windows or doors and walls facing hallways, and through electronic media such as computers, phone systems, and answering devices, that compromises these community values also may constitute an act of discriminatory harassment, and if so, is in direct violation of SJU community values and policy.
Sanctions include any combination of the following: official warning, verbal and written personal and public apology, all forms of probation, work hours, fine, acceptable research paper, eviction from campus housing, suspension, and expulsion.
Offended persons should contact any SJU official to report information and receive advice, including Faculty Resident, Resident Assistant, Campus Life staff, Campus Ministry staff, and Human Rights Officer. Driving Under the Influence (DUI/DWI)

Saint John’s University (SJU) considers DUI/DWI to be a serious offense. Students who are cited for DUI/DWI may lose their ability to park and/or drive on both the SJU and CSB campuses and will not be permitted to operate campus vehicles.
Any individual documented for using illegal drugs in a vehicle or allowing others to use illegal drugs in a vehicle may lose the ability to park and/or drive on both the SJU and CSB campuses and will not be permitted to operate campus vehicles.
In accordance with our insurance coverage, any individual convicted of a DUI/DWI is not eligible to drive campus vehicles for 5 years.
Additionally, a student who is cited and/or arrested for a DUI/DWI may be disqualified from participating in certain student employment positions, leadership positions or varsity sports. The Dean of Students (or designee) determines the date of requalification after the student satisfactorily completes the designated sanctions. back to top
Drugs
Reviewed: August 2017Saint John’s University (SJU) considers the use, possession, distribution or sale of illegal drugs and the misuse or distribution of prescription or over-the-counter drugs, as detrimental to the welfare of the individual student and the health, security and safety of the college community. The illegal use, possession, distribution of drugs, intent to distribute drugs or drug paraphernalia or the misuse or distribution of prescription or over-the-counter drugs or intent to distribute such drugs will not be tolerated by SJU. In addition, the manufacturing or cultivation of drugs or the intent to do so, is also strictly prohibited.
The University has a responsibility to maintain a safe and secure environment for students to pursue their educational goals free from the use and/or presence of illegal drugs. Any information that comes to the attention of college authorities in regard to this policy may be communicated to law enforcement.
Additionally, federal and state drug abuse control laws are applicable to all members of the campus community. In promoting a drug-free community, SJU will provide educational and informational programs about the use and effects of drugs as well as provide counseling and emergency services for students.
SJU is in compliance with the requirements and mandates of the Drug Free Schools and Community Act (DFSCA) which requires institutions of higher education to establish policies that address unlawful possession, use, or distribution of alcohol and illicit drugs and the establishment of a drug and alcohol prevention program.
Sanctions for policy violations:
- A student who is or has the intent to distribute or sell drugs may be subject to immediate suspension or expulsion without rebate or academic credit.
- A student who uses or possesses illegal drugs or drug paraphernalia and/or disrupts any segment of the campus community as a result of drug use is subject to disciplinary action which may include chemical use assessment, treatment (at the student's expense), suspension or expulsion.
- A student who is or has the intent to manufacture or cultivate any drug may be subject to immediate suspension or expulsion without rebate or academic credit. Any information that comes to the attention of college authorities in regard to the manufacturing of drugs will be communicated to law enforcement.
- A student who is experiencing health issues associated with the legal and illegal use of chemicals (including anabolic steroids) may be required to undergo professional evaluation and treatment (at the student's expense) for continuing enrollment.
Emergency
Reviewed: August 2017All campus emergencies, dial 911. All campus 911 calls are recorded and routed through Life Safety Services. When calling SJU from off campus or a cell phone for an emergency, dial 320-363-2144.
911 calls from your cell phone will be directed to Stearns County emergency services.
Fire and Rescue
Reviewed: August 2017Most buildings on campus are fire-resistant, yet the danger of fire threatening loss of life and property is very real. Since most of the safety measures provided can be made ineffective through tampering or misuse, it is the duty of Saint John's University to enforce the following regulations:
- Smoking is prohibited in all campus buildings and residence halls.
- Fire extinguishers, standpipe hoses, and fire alarms are to be used only in case of fire. Misuse of safety equipment incurs an automatic minimum fine of $300.
- Doors to stairwells and other fire doors are never to be blocked open as this permits smoke from a fire to travel from floor to floor and makes it difficult for people on upper floors to get out.
- All students and faculty are required to evacuate a building whenever the fire alarm in that building sounds. Once outside, they are to move at least 100 feet away from the building and wait until fire department personnel indicate it is safe to return to the building. There will be two fire drills per year in each residence area and one per year in all other buildings. None of these will be announced. The fact that it is a drill does not lessen the obligation to leave the building.
- No open fire is allowed in any building including lounges or porches.
Because of the serious increase in life hazard that can be caused by compromising any of the above regulations, these violations are considered a grave offense. Sanctions may include reimbursement for the cost of replacing service equipment. Failure to abide by the regulations regarding fire alarms and fire-fighting equipment such as fire extinguishers and standpipe hoses may also result in civil misdemeanor charges.
Fireworks

The sale, possession and use of some non-explosive and non-aerial consumer fireworks are permitted in Minnesota effective April 30, 2002: however, all fireworks are still prohibited on the private property at the College of Saint Benedict (CSB) and Saint John’s University (SJU) campuses. Any fireworks found on the campuses will be confiscated and are non-returnable. Person(s) in violation of campus policy or Minnesota law are subject to campus or criminal sanctions.
Freedom of Protest

The right of peaceful protest within the campus community is permitted. The college retains the right to assure the safety of all individuals, to protect property and to maintain continuity of the educational process. Interference with entry and exit from the college facilities, interruption of classes or damage to property exceeds permissible limits. Where space is used for an authorized college function, whether in a class, an approved meeting, or normal or service-oriented activity, the reasonable regulations established by the person in charge must be respected.
Students wishing to conduct a peaceful protest of demonstration must do so in compliance with the Freedom of Speech and Artistic Expression Policy.
Freedom of Speech and Artistic Expression

- The mission of the College of Saint Benedict (CSB) and Saint John's University (SJU) is to provide a liberal arts education for women and men in a Christian, Catholic, Benedictine environment. Essential to that liberal arts, educational tradition is freedom in the pursuit of truth by examination of issues and problems from various points of view. Confident that faith and reason are mutually supportive, rigorous scholarship is revered as a centuries old Benedictine idea, articulated in the mission statement of the college. CSB and SJU will, therefore, assure and encourage opportunity for open dialogue that is consistent with the Catholic mission and character of the schools.
- As a liberal arts college/university, CSB/SJU defends and protects the right of freedom of speech guaranteed by the United States Constitution for all speakers or performers invited to the campus.
- CSB/SJU welcome the presentation of diverse views, fully realizing that this policy may result in the expression of views contrary to the majority view of ethical standards of the college community.
- CSB/SJU will discourage the suggestion that its assurance of free expression of ideas in any way endorses all ideas expressed.
- CSB/SJU will not allow attendees to disrupt or interrupt presentations by speakers or performers invited to the campus.
- CSB/SJU will allow students to protest a speaker’s views in an orderly manner before, following, or during the presentation provided protest activities do not disrupt or interfere with the proceedings. No demonstration will be permitted inside any campus building. All demonstrations will be conducted outside of buildings in a designated area within the time limits established by the Department of Life Safety. Demonstrators will conduct themselves in a respectful and a safe manner. Only signs that can be held by hand are permitted. No signs attached to any stick or pole are allowed. No amplified equipment will be permitted (public address systems, megaphones, etc.). Demonstrators will remove any litter that results from their activity. Protest in any form on the campus will not be allowed to interfere with the proceedings.
- Prior to conducting any demonstration on campus the organizer must receive an authorized demonstration permit from the Department of Security at CSB and Life Safety at SJU (with consultation of Communication and Marketing Services). The organizer of the demonstration whether student, administrator, faculty, staff, alumni, or guest must contact the Department of Security at CSB or Life Safety Services at SJU a minimum of three working days in advance of the anticipated demonstration to receive the Demonstration Policy Letter of Rule form and a copy of the Minnesota State Statute 609.605 - Trespass Laws.
- Any demonstrator not abiding by these policies will be asked to leave campus and becomes subject to being removed by the Department of Life Safety and/or arrest by law enforcement agencies if unwilling to cooperate with the request to leave campus. Students who are uncooperative in returning to their residence are also subject to removal from campus by the Department of Life Safety and/or arrest by law enforcement agencies.
- Protest in any form on the campus will not be allowed to interfere with the freedom of movement or normal activities of any person or group, nor will it include temporary or permanent defacement of any campus property.
- Recognizing that the educational aims of particular speeches are better attained within environments other than a large public forum, CSB/SJU retains the right to assign speakers to appropriate environments.
- CSB/SJU retains the right to limit speakers/groups that are consistent with the Catholic mission and character of the schools.
Good Neighbor Policy

As a residential liberal arts college, Saint John's University educates students on the importance of living in community and understanding the obligations of civic responsibility.
Students are expected to follow the behavioral guidelines as listed in the Bennie Book or the J-Book both within and outside our educational communities.
Students should expect to be held accountable for their behavior, both on and off campus, and are responsible for upholding the laws or standards of the community where they live. Students may also be held accountable for providing or creating an environment where illegal behavior is allowed to occur and may be held responsible for the behavior of their guests.
Saint John's University may follow-up on information received from third-party sources (other colleges, law enforcement, etc.) through the student conduct process. The student conduct process shall be considered independent of other processes.
Of particular concern are acts which interfere with the actions or directions of emergency personnel (law enforcement, medical, fire or rescue) or their equipment. Additionally, destruction of or damage to property, or actions which threaten the safety of members and of the community, wherever they may be, will not be tolerated.
Disregard for or violation of this policy may result in disciplinary action that can include forfeiting participation in college events or activities (e.g., commencement).
Good Samaritan Policy

Saint John's University is committed to the health, well-being, and safety of its students. The Good Samaritan Policy is designed to be used when, in the judgment of others, a student needs medical assistance because of drug or alcohol use.
It is intended to encourage students to come forward without fear of disciplinary action being taken against the impaired student or those who seek to help them. This policy is based upon the premise that failure to call for medical assistance in an alcohol or drug related emergency is a violation of our community standards.
When assisting an impaired individual by alerting College or University staff (e.g. FR/RD,CA/RA, Life Safety/Security, EMT), neither the impaired individual nor those who seek help will be subject to formal disciplinary action.
In order for this policy to apply those calling for help must remain with the impaired student until College or University staff arrive and impaired students must follow the medical, health, and safety recommendations of the assisting staff.
While no official disciplinary report will be filed in a student's record, impaired individuals may need to follow-up by completing substance education programs, substance abuse screenings, or other actions depending on the level of concern for their health and safety.
The Good Samaritan Policy applies to alcohol and drug poisoning only. The Good Samaritan Policy does not apply to individuals responsible for infractions such as property damage, hazing, harassment, physical or sexual misconduct.
When necessary, the Dean of Students will render the final decision regarding whether the Good Samaritan Policy can be applied in a particular situation. The University cannot guarantee that criminal charges will not be brought against the student if local law enforcement officials are required for assistance during the incident.
In cases in which a student is transported to the hospital or a detoxification center for a medical emergency and is unconscious or otherwise in serious physical jeopardy, parental notification by University officials may occur; not for the purpose of disciplinary action, but as a health and safety measure.
Grounds

Policies governing the use of Saint John's University (SJU) grounds and lakes are posted at various access points to the property. Although we encourage the respectful use of our woods and water by residents and guests, these policies are strictly interpreted and enforced for safety of people and preservation of our natural resources. The water used for irrigation throughout most of the campus is not drinkable.
Policy brochures and special permits required for specific use of these properties are available through Life Safety Services, Tommy Hall Basement, (2144). Please note especially that no pets, hunting, motorized boats or vehicles, bikes of any kind, camping, open fires, or alcoholic beverages of any kind are allowed. Any unauthorized vehicle in the woods will automatically incur a $25 fine. In addition, there is absolutely no cutting of trees or branches on SJU grounds.
The marking of trails for events (triathalons, etc) will be permitted only with permission from the Abbey Land Manager before the event. Trails may be marked with materials available the Abbey Land Manager for a minimal amount. Marking courses should be done shortly before the event and removed within 24 hours after the event. Unauthorized marking of trails is considered vandalism.
Hazing

Striving for excellence, we unite the wisdom of Catholic social teaching and intellectual tradition with the practicality of the common life envisioned by Saint Benedict. We will inspire undergraduate men to new heights of intellectual, spiritual, physical and social development that is informed by ethical reflection and grounded in our Catholic and Benedictine tradition. In support of this mission, the University unconditionally prohibits all hazing by students, student organizations, athletic teams, and employees. Our goal is that every student on this campus will be free from the humiliation and danger of hazing. Additionally, in accordance with Minnesota State Law, hazing of any kind is strictly forbidden by SJU and subject to severe sanction.
Hazing is defined as any action taken or situation created by an individual or group, intentionally or unintentionally, whether on or off college or university premises, to produce mental or physical discomfort, embarrassment, harassment, ridicule, or in any way demean the dignity of another human being.
Initiations, however explained, or activities that imply, encourage, condone, or allow students to misuse alcohol or other drugs, violate the law, or commit unethical, immoral, or inappropriate behavior are explicitly forbidden.
Incidents of hazing at CSB or SJU should be reported to a college official including but not limited to a coach, a club advisor, the human rights officer, the CSB or SJU dean of students, or CSB Security or SJU Life Safety Services.
Individuals involved with hazing may be suspended, expelled, and/or face additional sanctions which may include the college or university referring the case to outside law enforcement agencies.
Recognized student organizations, clubs, club sports, or athletic teams which may be involved with hazing may be sanctioned by withholding of college/university funds; suspension of the organization, club, or team status or charter; disqualification for funds, space or activities; forfeiture of games/meets or events; suspension from meeting or playing for the duration of the season; and/or disqualification from recognition and awards.
Health Insurance, Health Forms and Immunizations
Reviewed: August 2017All students are required to have a current health insurance policy as a condition of enrollment. Students who do not complete the health insurance verification are automatically enrolled in the health insurance plan offered by SJU, and are billed through Students Accounts for enrollment in the plan. Students who do not have a current health insurance policy can contact the SJU Students Accounts office to request information on the health insurance plan offered by SJU.
Varsity athletes are required to demonstrate compliance with NCAA rules regarding minimum health insurance coverages. Students can contact the SJU Athletic Training staff for more information on the NCAA rules for health insurance.
All students participating on an international experience through CSB/SJU will be enrolled in an insurance policy which covers emergency evacuation and repatriation as these are two coverages not typically included in standard health insurance policies. All students will be expected to maintain their regular health insurance policy while abroad. Students are encouraged to review their health insurance policy to learn more about coverage details while traveling abroad. Some study abroad programs may include required health insurance policies as conditions of participation in these programs and students will be provided with more details through pre-departure orientation process. Students can also contact the Center for Global Education for information on health insurance coverage while participating in a study abroad program.
Improper or False Information

Non-Compliance
Failing to comply with a CSB or SJU request or directive, which includes, but is not limited to:
- failing to respond to a request to meet with CSB/SJU personnel concerning a disciplinary or conduct matter or to comply with a CSB/SJU administrative office request.
- failing to comply with a lawful directive of a CSB/SJU official or other public official acting within the scope of his or her duties
- failing to identify oneself when requested to do so by a CSB or SJU official or public official acting within the scope of his or her duties.

- A political group or candidate may not use facilities, including grounds, when the purpose or publicity implies that the College of Saint Benedict and/or Saint John's University supports, endorses, or lends its name to the group or candidate.
- In approving requests for space, CSB shall seek to demonstrate neutrality and equality within the limits of the available campus facilities. CSB shall make a reasonable effort to distribute costs for security and the use of facilities in an equitable manner as it does for any other person or group brought to campus.
- Areas for political campaigning include Gorecki Fireside lounge and lobby, the Gorecki bus stop at CSB, and Sexton Commons lobby and the Sexton bus stop at SJU. The use of campus grounds for candidates without an invitation from a currently enrolled CSB or SJU student or a recognized student club or organization is limited to these public areas.
- Candidates or their representative(s) may campaign and/or distribute information in the designated areas after they have completed a Request for Political Speeches, Rallies or Appearances and received appropriate approval. All requests will be processed through the Student Activities and Leadership Development Office in consultation with the Dean(s) of Students.
- Neither CSB nor SJU will deny any candidate, invited or not, access to the public areas of its residence halls. Public area is defined as any unlocked areas such as entrances, hallways, and lounges within a residential building. The candidate must be accompanied by an enrolled CSB student or SJU student representing a campus student organization. If no such student is available, the Residential Life Office will assist the candidate and provide the necessary escort. Reasonable notice (a minimum of 2 business days) is required if such assistance is needed.

- Door-to-door campaigning in locked residence halls and apartments requires a specific prior appointment approved by the Residential Life Office which is entitled to deny admittance or require expulsion for reasonable cause.
- Any candidate campaigning door-to-door must be accompanied by an enrolled CSB student or SJU student representing a campus student organization. If no such student is available, the Residential Life Office will assist the candidate and provide the necessary escort. Reasonable notice (a minimum of 2 business days) is required if such assistance is needed.
- Candidates and their representatives are not allowed in students' rooms.
- The College reserves the right to limit the visit to reasonable hours.

- Political posters, signs, and advertisements are subject to the same posting policy and mailing policy as all other posters, signs, and advertisements, with the following exceptions:
- Posters, signs, and advertisements with the purpose or intent of implying that CSB or SJU supports, endorses, or lends its name to the group or candidate are not permitted.
- Political posters, signs, and advertisements are prohibited in all administrative offices, classrooms, and academic spaces including classrooms.
- Students may post what material they wish in their rooms and on their doors without content discrimination based on politics. Students may not put posters, signs, and/or advertisements in the windows of their rooms.
- All materials sent to students on behalf of a CSB and/or SJU recognized club or organization must clearly indicate the name and contact information of the sponsoring CSB and/or SJU club or organization. Materials sent to students directly from a candidate or a non CSB and/or SJU recognized club or organization must be clearly postmarked by federal mail.
- Political information and campaign literature may be slid under the doors in the student residences by individual students and student groups and must clearly indicate the name and contact information of the sponsoring CSB and/or SJU club or organization. Approval is required from the Residential Life Office prior to putting political information under the doors of student residences.

- Campaigns for positions in student government are expected to comply with the rules for those elections as specified by the appropriate student government and comply with established college policies.

CSB/SJU Reciprocity Agreement
Reviewed: August 2017Saint John's University students are subject to the disciplinary and administrative procedures of their respective campus regardless of where the alleged violation or incident occurred. Through the disciplinary procedures of the respective campus, a person will be held accountable for restitution for damaged property, including labor costs. Restitution for damages and labor costs are not negotiable nor subject to the appeals process. Other sanctions may also be applied depending on the circumstances of the incident.
Saint John's University and the Prep School

A student of Saint John's University (SJU) while on the premises of Saint John's Preparatory (SJP) School shall be subject to all regulations of conduct, including fines and penalties of SJP. SJU student violations will be referred to the SJU Dean of Students. SJP students are not to visit any SJU residence without explicit permission from the SJP Director of Residence Life and the FR on the floor they are visiting.
Solicitation

This policy, which regulates all means of solicitation on the CSB/SJU campuses, such as mailing lists, bulletin boards, campus access, space, and student PO boxes, intends to protect students' rights to privacy and freedom from harassment and manipulation without undue restriction of creative initiative. Although this policy is joint, each Student Activity Office has jurisdiction over its own campus. Therefore a permit granted for one campus does not grant the right to solicit on the other campus. After completing a solicitation permit and with permission from the appropriate Student Activities Office, persons may sell items on campus.
- Persons or entities may not canvas the campus and, if granted permission, must restrict their solicitation to areas specified by the Student Activities Director: SJU: Sexton Commons Bus Stop Area and Science Hall Foyer; CSB: Mary Commons Entrance and The Loft Entrance Area. SALES ARE ABSOLUTELY PROHIBITED IN ALL RESIDENCE AREAS (this includes all private rooms, lounges, common areas). Any exceptions must be approved by Campus Life & Housing.The merchandise being sold cannot compete with any school auxiliary enterprises, eg, bookstore.
- Outside agencies may sell merchandise on campus upon: a) verification of need and discretion of Student Activities Director, b) acceptance of suitable references and c) payment of a fee to be negotiated with the Student Activities Director and designated for student clubs or organizations.
- CSB/SJU student organizations with permission from the Student Activities Director may canvas either campus in selling a product, e.g. raffle tickets, candy bars, etc, as a means of raising funds for their clubs or organizations. These funds should not in any case be used for personal gain. Internal groups or individuals may solicit on campus with permission. Use of proceeds from the solicitation are to be clearly described in all printed material. Solicitation of funds or gifts from off-campus businesses is subject to the Gift Solicitation Policy.
Responsibility for all fundraising rests with the Development Office of the College of Saint Benedict or Saint John's University.
All off-campus fund-raising activities require the authorization of the President through the Vice President of Institutional Advancement. Permission will be granted only if fund-raising will not interfere with normal University fund-raising activities by University students, employees, volunteers or organizations for support of any University activity or program, and if funds are to be raised for a purpose consistent with University objectives. All solicitations for gifts of any kind are to be conducted under the direction of the Office of Institutional Advancement.
Students, college personnel and organizations may not initiate or carry on fund-raising projects or solicit gifts off campus without permission of the President. Students who want to initiate such projects must contact the Vice President for Development to receive this permission. If it is determined that the solicitation will not interfere with other fund-raising efforts and is for a purpose for which the College is seeking support, permission may be given to solicit under the direction of the Development Office. This policy applies to gifts of any kind.
CSB/SJU student organizations wishing to solicit funds, donations, or sell anything from within the SJU Residential community must receive permission from the Dean of Campus Life, or their designee. Only organizations soliciting donations or selling items for service-related projects will be given permission to solicit within the SJU Residential communities. The uses of proceeds from solicitation are to be clearly described in all printed materials. Off-campus businesses, groups, and/or organizations are strictly prohibited from soliciting inside residential areas.
Religious organizations or representatives other than CSB/SJU Campus Ministry are not permitted to solicit on campus, conduct worship services, or give presentations without the expressed written permission of the respective CSB or SJU Campus Ministry Office. Religious solicitation by an outside group or individual is not permitted in the residential areas under any circumstances. The distribution of religious materials by CSB/SJU students in the residential areas is prohibited unless approved by Campus Ministry of the campus on which solicitation is to be done.
Permission for use of the institutions' mailing lists will be granted only under very exceptional conditions. Requests for mailing labels are to be made in writing to the VP of Student Development and must specify the use to which the labels will be put.
Sportsmanship

It is expected that Saint John's students conduct themselves at athletic and other events as well as broadcast media in a manner that is in accord with our best tradition of hospitality and respect for others. Any behavior by groups of students or individuals that compromises Saint John’s in the judgment of University officials is subject to sanction up to and including immediate dismissal.

Stealing or theft of private property is defined as the taking, transferring or possessing of property that does not belong to oneself without permission. Further, students are not permitted to willfully damage or destroy property belonging to the University or individual(s).
Student Varsity Athletes

It is understood that student athletes refrain from activity that impairs their physical and mental ability or jeopardizes their own well-being, the integrity of the team or the image of the University; such activity includes the use of illicit substances, violation of state and school alcohol laws and immoderate drinking. Disregard of in-season training codes may disqualify athletes from participation in varsity events.

Weaponry (Firearms)

No weaponry of any kind are allowed on campus except those provided in ROTC; and weaponry for game hunting, including archery and trapshooting equipment that are registered and stored at Life Safety Services.
This statement is to include any weapons that are real or realistic replicas and/or facsimiles of weapons that can cause or be perceived to cause bodily harm or threat. This policy specifically includes but is not limited to the prohibition of fireworks, firecrackers, firearms, BB Guns, explosive materials, or knives with blades in excess of four (4) inches.
Anyone who violates this policy is subject to severe sanctions including suspension. Anyone who uses weapons deliberately or otherwise in a way that hurts others either physically or mentally, is destructive of property, or jeopardizes public safety may be suspended or expelled.
Trapshooting club members may store weaponry in the vault through the spring semester in accordance with Life Safety regulations. All other weapons are to be removed at Christmas vacation. Weapons not removed will be confiscated. After proof of ownership a $25 charge will be issued for the release of any confiscated weapon.
