Outskirts Snow Crew Constitution
Article I: Outskirts Snow Crew (OSC) Mission/Purpose
We are a close community of students who share the same passion for snow, speed, big air, crazy tricks, and the opportunity to improve our riding skills through practice, instruction and learning. We believe being on the slopes with a group of students who share these same passions creates strong friendships and an extremely fun and productive learning environment. The club is also a conduit for providing members the opportunity to experience riding at new and exciting locations around the United States. Individuals with widespread riding experience are expected to share their knowledge, and those with little experience are expected to learn and grow with optimism and enthusiasm. All are expected to positively contribute to the riding community.
Article II: Club Membership
Section 1.) Regular Member Description and Eligibility
Any CSB or SJU student who shares the same passion for skiing and snowboarding, or who is enthusiastic about acquiring this passion, is eligible to join the club. In order for students to gain full membership they must read the constitution and sign an agreement stating that they have read and understood all of the policies and procedures explained in the constitution.
Section 2.) Core Member Description and Eligibility
Core Members are key components of OSC and obtain the same decisive powers as any club officers, in terms of all club trips and events. Core Members receive priority over regular members to attend any and all club trips lasting more than 24 hours. Core Members must participate in at least 50% of all trampoline practices, organizational meetings, on and off-campus events, and Powder Ridge outings. This will be kept track by a binder brought to every club trampoline practice, meeting, event, and outing.
Section 3.) Removal of Club Members
Regular Members are not obligated to attend OSC events, and removal of Regular Members will only occur if a member disrupts club Mission and Purpose. Core Members who do not attend over 50% of OSC trampoline practices, organizational meetings, on and off-campus events, and Powder Ridge outings will be demoted to the status of Regular Members.
Article III: Officers
Section 1.) Officer Elections and Qualifications
Officers can only be elected from a Core Member position. The nominee must accept the nomination in order to be on the ballot. In order to qualify for any officer position a Core Member must exhibit characteristics relating to:
- good leadership skills
- creativeness
- well organized
- meeting deadlines
- friendly
- outgoing
- communicative
- open minded
- respectful to others
- love of snow and the winter season
Section 2.) Elected Officers
Terms of office shall start on the first day of summer break and end on the last day of spring semester. The officer positions are as follows:
- President
- Vice-President
- Treasurer
- Party Planning Committee (multiple persons allowed)
Section 3.) Duties of Officers
All officers are responsible for:
- Overall well being of the club
- Annually calling elections of elections for new officer positions
- Continuation of the club into proceeding semesters
The President must preside at meetings, call special meetings, appoint party planning committee chairs, run the election process, and is the primary contact with the CSB/SJU institution.
The Vice President assumes the President's duties in his/her absence, schedules meeting/events, and is the secondary contact with the CSB/SJU institution.
The club Treasurer is responsible for keeping all financial records, submitting monthly audit statements, and notifying the OSC of financial issues. The Treasurer is also responsible for creating a budget proposal annually for the club, and for annually scheduling a time to present the club budget to the funding board. The Treasurer is also expected to handle all money exchanges relating to the club, including but not limited to club trips and events.
The Party Planning Committee members are mainly in place as a relief system to lessen the burdens placed on the President, Vice-President, and Treasurer. The Party Planning Committee is responsible for planning multiple all-club get-togethers each semester, including but not limited to movie nights, waxing parties, and cookouts.
Section 4.) Term of Officers
Each member can hold the position of President only once, for one full year during their membership career. This provision is intended to distribute the opportunities for each student to experience organizational aspects of the club.
Section 5.) Vacancy in Office
In the event that the President leaves office, the Vice President will assume those duties until a special election is held. In the event that the Vice President leaves office, the Treasurer will assume those duties until a special election is held to elect new officers.
Section 6.) Removal of Officers
A petition to remove the officer in question must be submitted to another officer (termed the Assessment Officer), preferably an officer of higher standing. This petition must contain the signatures of 51% of club Core Members. When such a petition is received, the Assessment Officer shall call a meeting of the club to determine whether or not the officer in question should be removed.
Grounds for removal are to be presented by the officer in question the club meeting. The officer in question shall be provided an opportunity to present a defense either in person or in writing. A discussion shall follow, and a majority vote of Core Members present at the meeting shall dictate removal. A vote of 51% from the total number of Core Members is necessary for removal of the officer in question, regardless of the number of Core Members present at the meeting.
Article IV: Advisor
Section 1.) Selection
Our Club Advisor will be selected by choosing a faculty member that demonstrates the same enthusiasm and passion for skiing and snowboarding as the Core Club Members. The club Mission/Purpose will be strongly taken into account in order to choose an Advisor that is in the club's best interests.
Section 2.) Advisor Duties
The Advisor must show enthusiasm for riding, communal learning an teaching, and the winter season as outlined by Article I: Outskirts Snow Crew (OSC) Mission/Purpose.
Article V: Finances
Section 1.) Dues
Members of OSC are not required to pay any dues.
Section 2.) Honorariums
No honorariums are to be awarded.
Article VI: Amendments
Section 1.) Proposal of Amendments
The constitution may be changed at any time during the academic year. The proposed change must be brought to the attention of the executive officers who will propose it to the entire club through an all club meeting.
Section 2.) Amending and Ratification
All Core Members members present at the meeting concerning the new amendment are responsible for voting. Voting may be done verbally, ballot or "7-Up" style. A vote of 51% from the total number of Core Members is necessary to ratify the new Amendment, regardless of the number of Core Members present at the meeting. Amendments may be incorporated into any part of the constitution. Any amended constitution created by the OSC must be dated and filed.
Section 3.) Submittal to Department of Student Activities and Joint Club Board
Any amendments to the constitution must be submitted to the Department of Student Activities and the Joint Club Board for final approval.
Article VII:
Outskirts Snow Crew admits students without regard to their race, religion, color, sex, age, sexual orientation or national or ethnic origin to all the rights, privileges, programs and other activities, generally accorded or made available to members of the organization.
Article VIII:
Outskirts Snow Crew considers hazing to be a degrading and destructive activity which is inconsistent with the standards of this student organization. Outskirts Snow Crew recognizes the dignity of every person and opposes all forms of hazing.
Article IX: Trips and Travel
Section 1.) Attendance Criteria
Club officers are awarded priority to attend any club trip. A club trip is defined as any outing lasting more than 24 hours that involves profound club funding.
Attendance to club trips will be decided on the basis of club involvement. OSC Core Members receive priority over regular members to attend any and all club trips. Regular members receive 2nd priority to filling in the remaining trip slots (if any exist after Core Members sign up), and any member of the CSB/SJU student body receive 3rd priority to filling in the remaining trip slots (if any exist after Core Members and regular members sign up). See Article II, Sections 2 and 3.
Section 2.) Full Trip Capacity and Selection
Should any remaining Core Members wish to sign up for a trip after the maximum trip capacity is reached, a typed statement will then be asked for from all Core Members intending to go on the trip. No priority will be given to Core Members who sign up earliest. Criteria of the typed statement shall include:
•· No longer than 1 page, typed, double spaced, Times New Roman font
•· Club career history and total length of club career
•· All events the individual participated in during the current academic year, prior to the trip, and level of involvement at each event
The President shall then call an officer meeting and all officers will decide which Core Members will be awarded with the chance to go on the trip. Members will be evaluated based on:
•· Reference to records kept in the binder brought to every club trampoline practice, meeting, event, and outing (see Article II, Section 2).
•· conveyance of the material listed in the above letters written by each Core Member
Section 3.) Trip Commitments/Letter of Intent
All students attending the club trip must sign a Letter of Intent before any lift tickets are purchased by the OSC. This section is mean to address the issue of club members not utilizing tickets that are previously paid for by the OSC. The Letter of Intent must include:
•· Specific number of full-day passes and half-day passes the student intends to use:
•-Example #1: 3 full-day passes.
•-Example #2: 1 full-day pass and 1 half-day pass
•· Signature of the student
•· The disclaimer below:
"DISCLAIMER: By signing this document I hereby agree to ski the intended amount of days designated above. I understand that designating the number of intended days of riding will then designate the number of lift tickets purchased by the OSC for each member. I understand that if I would like to ski any additional days, I must use my own money to pay for any additional lift ticket(s).
I also recognize that I am responsible for using all lift ticket(s) purchased by the OSC for my use, determined from the amount designated above. If I do not utilize all lift ticket(s) purchased for myself by the OSC then I am responsible for repaying the full amount spent by the OSC on the unused lift ticket(s).
If the money used by the OSC to purchase the unused lift ticket(s) came from Generate funds, then the reimbursement will return the full amount to OSC Generated funds.
If the money used by the OSC to purchase the unused lift ticket(s) came from Allocated funds, then the reimbursement will return the full amount to OSC Allocated funds, or present the money to the CSB/SJU Senate.
Grounds for waiving the requirement to repay the unused ticket(s) are family related issues or personal injury incurring during the club trip. Personal injury describes any injury that disables an individual from riding, hence using the lift ticket(s) purchased by the OSC.
