Actuarial Club Constitution

Article I: Name and Purpose

Section 1: Name

The name of the club is "Actuarial Club", referred to as "the Club" after this section.

Section 2: Purpose/Mission

The purpose of this club is to help the students of the College of Saint Benedict and Saint John's University explore his or her interest in the field of Actuarial Science and furthermore, to help them more effectively study for the first two Actuarial Exams. We hope to not only spark interest among the current students of CSB/SJU in the field of Actuarial Science, but to help our fellow students be successful in their pursuit of an Actuarial career. The club will recognize and follow the J-Book and The Bennie Book. The club will abide by the policies of CSB/SJU.

Section 3: Affiliation

The Club is not currently affiliated with any regional or national organizations.

Article II: Membership

Section 1: Eligibility for Membership

The Club is open to any CSB/SJU undergraduate student who may be interested in Actuarial Science, or those who simply would like to learn more about Actuarial Science.

Section 2: Voting Member Criteria

Active membership will require attendance at 50% or more of all club meetings. Any active member may participate in voting and running for officer positions.

Section 3: Removal of Members

The officers reserve the right to remove members in certain specific circumstances. These circumstances include: a member being disruptive during club meetings, a member losing or destroying club property, or the failure to attend the minimum required meetings. The member in question will be approached by the club officers and given a warning. If the behavior continues the officers will remove the member from the Club.

Article III: Officers

Section 1: Officer Qualifications

In order for a student to be eligible for an officer position, he or she must be a Club member for at least one year.  

Section 2: Elected Officers

President, Vice President (JCB), Secretary, Treasurer (CFB).

Section 3: Duties of Officers

President: preside at meetings, call special meetings, primary contact with the institutions, primary contact for club members, primary contact with Club Advisor, responsible for keeping the Club helpful and maintaining a healthy learning environment during meetings and other events.

Vice-President: assume President's duties in his or her absence, primary contact with the JCB, assist president with his or her duties. Secretary: takes and distributes minutes of all club meetings, recorder keeper (current and past members, files minutes, etc.), club historian, notify members of meetings.

Treasurer: keeps all financial records, submits monthly audit statements to CFB contact, notifies the Club of financial issues, and prepares budget/allocation requests.

Section 4: Vacancy in Office

In the event a vacancy should occur in the presidency position (resignation or removal), the vice president will take over his duties and an emergency election will be held among members to determine a new vice president. Should a vacancy occur in any other position (vice president, secretary, treasurer), the president will take over their duties until an emergency election can be held to appoint a new officer.

Section 5: Removal of Officers

A petition to remove the officer in question must be submitted to another officer. This petition must contain the signatures of 60% or more of voting members. When such petition is received, the officer shall call a meeting of the club to determine whether or not the officer should be removed. Grounds for removal are then presented by the club meeting. The officer in question shall be provided an opportunity to present a defense either in person or in writing. A quorum shall be present, and a 2/3 vote of the voting members shall decide upon removal.

Section 6: Appeal of Removal of Officers

The removed officer may be able to be reinstated into the Club if he or she meets with the advisor to discuss the removal, and submits a well written apology letter, detailing why the incident happened and how he or she will ensure that it does not happen again. Only then will the ex-officer be re-admitted into the club (upon the approval of the current officers), but only as a member and not as an officer.

Article IV: Elections

Section 1: Nomination Process

An officer candidate may be nominated by self-nomination or current officer/member nomination.

Section 2: Election

Elections will be held to determine the officers for the following school year. The set quorum will be 2/3 of the members. Voting members will be provided with a ballot with the names of nominees for each office position. The method of voting will be secret ballot. A person may serve for any length of years that they continue to be elected.

Section 3: Special Elections

If an officer leaves/is removed from office, a club meeting will be scheduled within two weeks of vacancy occurring. The quorum will be 2/3 of the members. Voting members will be provided with a ballot with the names of nominees for each office position. The method of voting will be secret ballot. A person may serve for any length of years that they continue to be elected. Immediately after the election has determined the new officer the club members and the Department of Student Activities will be notified.

Article V: Advisor

Section 1: Selection

Club members may nominate Advisor candidates. The final selection will be done by the President, as they will have the majority of contact with the advisor.

Section 2: Duties

The advisor will be expected to attend Club meetings at the request of the President. The advisor's main duty will be to assist the Club members in solving problems and coming up with ideas to effectively study for the Actuarial Exams. The advisor may also be asked to help contact Saint John's University and College of Saint Benedict alumni who have become Actuaries. All advisor duties are contingent upon the availability of the advisor.

Article VI: Meetings

Section 1: Regular Meeting/Club Activities

Regular club meetings will occur twice per month. These meetings will be on a set day of the week, dependent upon the availability of the club officers and members. The Club will try to the best of its ability to accommodate all club members with regard to the dates and times of Club meetings. Members will be notified of meetings via e-mail. These meetings will be held in an informal manner under the direction of the President.

Section 2: Special Meetings

It may be the case that a special meeting needs to occur due to the removal or retirement of an officer, or for a special occasion such as a relevant campus event or an alumnus coming to campus. These special meetings will be handled on a case by case basis; however, the President is responsible for notifying all members of these special meetings in a timely manner. It is suggested that special meetings take place only in the case of extreme circumstance and that all business is accomplished at the regularly scheduled meetings.

Section 3: Parliamentary Authority

The meetings will be run in an informal matter, with discussion and participation encouraged by all members. The main focus of meetings will be to work through difficult Actuarial problems, encourage fellow members, and keep those studying for the Actuarial Exams on pace.

Section 4: Quorum

2/3 of the current membership must be present for official club business to occur.

Article VII: Committees

Section 1: Committee Structure

There will be no committees within the Club.

Section 2: Special/Ad-Hoc Committees

Special committees may be formed if the Club expands to an unmanageable number of members for the officers to handle all duties necessary. An election process, exactly the same as electing officers, will occur to elect committee members.

Article VIII: Finances

Section 1: Co-Funding Board

The Club will apply for CFB monies. If allocated resources, the Club will follow all CFB and institutional regulations.

Section 2: Honorariums

Neither the officers nor the members of the Club will receive an honorarium or stipend from the organization.

Article IX: Amendments

Section 1: Ratification

The process to be used regarding proposed constitutional amendments: A petition for an amendment will be brought to the club officers who will add the proposed amendment to the agenda.  Proposed amendments to the constitution will be sent via e-mail to the member in advance of the meeting where a vote on the amendment will take place.  At a regularly scheduled meeting the vote on the amendment will take place.  A quorum of voting members must be present and 80% of those in attendance must vote for the amendment.  A 2/3 vote will pass the amendment.  If the amendment is passed, the change will take place as soon as the DSA and JCB approve the amendment.

Section 2: Submittal to Department of Student Activities and Joint Club Board

Any changes made to this constitution will be submitted to the Department of Student Activities and the JCB.

Article X

The Club admits students without regard to their race, religion, color, sex, age, sexual orientation, or national or ethnic origin to all the rights, privileges, programs, and other activities, generally accorded or made available to members of the organization.

Article XI

The Club considers hazing to be a degrading and destructive activity that is inconsistent with the standards of this student organization. The Club recognizes the dignity of every person and opposes all forms of hazing.
