No Labels Constitution

 

 

Article I: Name and Purpose

Section 1

The name of this organization shall be No Labels at CSB/SJU.

Section 2

The purpose of this organization shall be to further the No Labels movement by engaging college students with a new politics of problem solving. Individuals who believe in changing the dynamics of our political culture both nationally and here at this university can collaborate and act in order to further the ideals of No Labels.

Section 3

No Labels at CSB/SJU is affiliated with the national nonprofit, No Labels, which is headquartered in Washington, D.C.

 

Article II: Membership

Section 1

Any student currently enrolled at the university is eligible for membership. When any interested student submits his/her name, email address and zip code to an officer, that student shall be considered a member.

Section 2

Membership gives a student the privilege to vote in elections for the Executive Board and take part in chapter events.

Section 3

If a student is not within good standing of the club, he or she can be removed with a majority rule and quorum (2/3rds attendance) from active members. The student shall be notified no less than a week before the meeting to prepare a defense and shall be given time to defend his or her role in the club.

 

Article III:  Executive Board

Section 1

The Executive Board shall act as the governing body of the chapter by making policies and supervising the organization.

Section 2

The Executive Board shall consist of the following elected positions: President, Vice President, and Treasurer.

Section 3

The Executive Board shall add or eliminate existing positions by a majority vote of a quorum of existing Executive Board members. Any new positions shall be filled through the election process outlined in Article VI.

Section 4

Executive Board meetings shall be held at least once a semester, with additional meetings added at the Board’s discretion. These meetings are open to all members except when a majority vote of the Executive Board decides to close the meeting.

Section 5

Decisions made by the executive board may be overruled by a two-thirds majority of general members present at a general membership meeting.

 

Article IV: Powers of the Elected Executive Board

Section 1 – President

The President shall be the official representative and spokesperson of the chapter. He or she will create an agenda for and preside over each meeting. The President will also be the contact for the national organization to discuss progress and share ideas for events and fundraising the chapter can do.

Section 2 – Vice President

The Vice President shall assist the President in all organizational duties and will take on the responsibilities of President if the President is unable to complete his or her duties for whatever reason. The Vice President will be responsible for scheduling space and maintaining the chapter calendar. He or she will be responsible for taking minutes at meetings.

Section 3 – Treasurer

The Treasurer will be responsible for the financial obligations of the chapter. This includes maintaining a budget and submitting financial paperwork to the proper organizations within the university on time. The Treasurer will submit a budget report at least once every semester to the Executive Board. The Treasurer is also responsible sending a budget report to the national organization for funding requests.

 

Article V: Executive Board Elections

Section 1 – Eligibility

In order to be eligible to run for an office a candidate must have attended at least three general meetings. Nominations shall be officially made on the day of the election by an active member who is not a candidate for an office.

 

Section 2 – Election Guidelines

 

Elections shall be announced one month in advance and members are notified when the election is announced. Annual elections will occur during the month of April at a regularly scheduled club meeting determined at the discretion of the Executive Board. Each active member in attendance is given one vote for each office excluding the president who serves as an impartial administrator who shall count the votes and monitor all electoral activities. Candidates will have five minutes each to speak on their own behalf before votes are cast. Votes are cast after candidates for each office give their speeches and counted immediately by the president, who will then announce the winner. In the event of a tie there will be another round of speeches during which active members can pose questions to be answered by both candidates. After this, there will be a runoff election. If that does not determine the winner the president will choose the victor. Club members are notified of election results via email immediately after the election takes place and at the next club meeting.

 

Section 3 – Special Elections

 

If a club officer leaves or is removed a special election must be called and announced at least two weeks in advance, and made known to club members. The election must take place within one month of the vacancy of the position and will follow all other general election rules.

 

Article VI: Advisor

 

Section 1 – Selection

 

The club advisor will be agreed upon by the Executive Board and must be an employee of CSB or SJU.

Section 2 – Duties

 

The advisor must abide by all expectations listed in the club advisor contract, which must be filled out every year. The advisor shall provide guidance when necessary, act as a resource, and work with the officers to ensure that the club is fulfilling its duties and responsibilities, as well as abiding by its Constitution.

 

 

Article VII: Organizational Meetings

 

Section 1 – Regular Meeting

 

Regular meetings will be held at least twice a month unless otherwise decided by the Executive Board. Members will be notified by email.

 

Section 2 – Special Meetings

The president has the authority to call emergency meetings in the event that holding a meeting is necessary before the next scheduled meeting. The president must alert members and state why he or she is calling a special meeting.

 

Section 3 – Parliamentary Order

 

Meetings will be run by the president, or vice president in the absence of the president. They will be standard and open. In the event of meetings not working efficiently, the Executive Board can implement Robert’s Rules with a majority vote.

 

Section 4 – Quorum

 

Quorum shall consist of 2/3 or active members. Active members are defined as those who receive emails, have attended at least one meeting in the past year, and are not abroad or graduated during the time of the meeting.

 

Article VIII: Committees

 

Section 1 – Structure

 

The Executive Board shall be the standing committee and is responsible for implementing and maintaining all other special committees.

 

Article IX: Finances

 

Section 1 – Co-Funding Board

The club will apply for CFB funding, and if allocated funds will comply with all CFB and institutional regulations.

 

Section 2 – Honorariums

 

Honorariums or stipends will not be given to any officers or members.

 

Article X: Amendments

 

Section 1 – Ratification

 

An amendment to this Constitution can be brought to a vote at a meeting after all club members are notified of the proposed change. An amendment can be ratified with 2/3 approval of the Executive Board, and 2/3 approval of the members attending the meeting.

 

Section 2 – Submittal to Department of Student Activities and Joint Club Board

 

Any changes made to this Constitution must be submitted to the Department of Student Activities and the Joint Club Board.

 

Article XI

 

No Labels at CSB/SJU admits students without regard to their race, religion, color, sex, age, sexual orientation, or national or ethnic origin to all the rights, privileges, programs, and other activities, generally accorded or made available to members of the organization.

 

Article XII

 

No Labels at CSB/SJU considers hazing to be a degrading and destructive activity which is inconsistent with the standards of this student organization. No Labels at CSB/SJU recognizes the dignity of every person and opposes all forms of hazing.
