Hmong American Involving Students Constitution
Article I: Name and Purpose
Hmong American Involving Students (Acronym: HAIS)
The purpose of our club is to promote cultural understanding of Hmong culture on the CSB/SJU campus, and to build a community across all cultural contexts. HAIS is dedicated to establishing and maintaining Hmong culture on campus as well as being a support group and resource to enable students to become effective leaders in their community.
Article II: Membership
Section 1: Eligibility for Membership
HAIS is open to any current enrolled CSB/SJU student. Any member is entitled to vote in the case that they are interested and committed members.
Section 2: Voting Member Criteria
All voting processes will take place during HAIS Board meeting, and will be based on an application and interview process.
Section 3: Removal of Members
In the situation where a member is not upholding the Benedictine values within the club, they may be removed. The process will first be a hearing conducted by the officers with the verification of the club advisor, and, if needed, will be followed up by a vote in by the members in which majority rules.
Article III: Officers
Section 1: Officer Qualifications
Officer positions are only for CSB/SJU student. The qualifications for an officer position in HAIS will be based on their past experiences and involvement.

Section 4: Vacancy in Office
In event of a vacancy occurring (resignation or removal), provisions will be made to fill the vacancy. Following the chain of command, when needed, board members will assume those duties until a special election is held.
Section 5: Removal of Officers
In the situation where a board member is not in good standing with the club and may be removed, the process will first be a hearing conducted by the officers with the verification of the club advisor, and will be followed up by a vote in by the members in which majority vote will rule.
Section 6: Appeal of Removal of Officers
In an appeal of the removed officer, the officer who is making the appeal shall be subjected to the review of the board members and advisor. If the appeal should pass, it will be followed up by a vote in which the majority will rule.
Article IV: Elections
Section 1: Nomination Process
Nomination for an officer position can be by a current officer, member, or self-nomination, and will be followed by an application process. The nominee must be an active HAIS member in order for the nomination to be valid.
Section 2: Election
Applications are summarized, presented to HAIS and voted upon prior to the end of the academic year. Nominations and elections will take place in the middle of February, and results will be announced at the beginning of March. Officers can serve up to two terms maximum. Applicants will go through a group interview process held by active board members who are currently not in a role of a current applicant. Interviewers will be those who will not be returning in an officer position. Board members will together discuss each applicant and make a final decision based upon qualifications following interviews.
Section 3: Special Elections
Within the first week of vacancy in a HAIS officer position, the election and nomination process will follow as Section 2 has stated above. This should be done within two weeks of the vacant notification.
Article V: Advisor
Section 1: Selection
The position of advisor for HAIS is open to faculty and non-faculty members of the CSB/SJU campus.

Article VI: Meetings
Section 1: Regular Meeting/Club Activities
HAIS will meet once every two weeks for an hour for their club meeting. The officers will meet separately the week prior to the HAIS meeting to plan the agenda. The group will also meet at various times through the semester for speakers, events, etc.
Section 2: Special Meetings
If any special meetings are needed, HAIS members will be informed with as much notice as possible by the officers and/or advisor.
Article VII: Finances
Section 1: Co-Funding Board
HAIS will follow all CSB/SJU Co-Funding Board guidelines when requesting allocation of funds.
Section 2: Honorariums
No dues will be collected from any HAIS member. There will be no stipends given out to any officer or HAIS members.
Article VIII: Amendments
Section 1: Ratification
If amendments to the HAIS constitution are needed, a committee will form from within HAIS to review and provide recommendation for the changes. An amendment can be passed by HAIS's voting criteria in Article X of the constitution
Submittal to Student Activities Leadership Development and Co-Funding Board. Any changes made to this constitution must be submitted to the Student Activities and Leadership Development and the Co-Funding Board.
Article IX: Voting
All members of HAIS board will have one vote, except the President. The president shall act as the tie-breaker if necessary.
Article X: Non-discrimination
The HAIS admits students without regard to their race, religion, color, sex, age, sexual orientation, or national or ethnic origin to all the rights, privileges, programs, and other activities, generally accorded or made available to members of the organization.
Article XI: Hazing
The HAIS considers hazing to be a degrading and destructive activity which is inconsistent with the standards of this student organization. The HAIS recognizes the dignity of every person and opposes all forms of hazing.
