Tenth Meeting
I. Opening

Motion to Approve Minutes for September 16, 2009: First (Peichel) Second (Sperl)
Motion to Approve Agenda: First (Peichel) Second (Hauff)
Vice President Peichel – (Parliamentarian)
First, we must have a motion to review an appeal. The motion must pass by 2/3 of the senate body. If an appeal passes, we will discuss and review that appeal. Someone will then make a motion. Return to agenda, and add motions. Those must pass by a majority. Is everyone clear on the process? Please abstain from voting if you are part of a club being voted on.
Motion to return to agenda by Vice President Peichel second by Trustee Hauff

Allocations Chair Sperl – Are clubs allowed to change their budgets from what we saw as a co- funding board?
President Ver Burg – I have the right to interpret the constitution. Since it wasn’t stated, we will allow it.

a. The Senate Alumnae Chapter raised $60 profit for the Chapter. Although the number is small--it will go a long way in establishing the account--well done team!
b. Remember, this week especially, that we were elected to work for the student body and advocate for them. Remember, we are supposed to be a group of ethical, logical decision makers who make time for our constituents. We are supposed to be transparent, democratic, and unbiased. Please act accordingly when making decisions this week regarding Senate, and in all parts of your wonderful lives!

a. I know that many of you have been heavily lobbied regarding the International Affairs budget appeal and may have been hearing from other appealing clubs as well. I'm glad that we have such vocal leaders on our campus! But, I also want to encourage you to seek out the CFB's side of the story. Ask any SBS member of the CFB and they can explain to you why the CFB voted 9-1 to not fund the Model UN trip. We will have the opportunity to have a wonderful discussion during our meeting on Wednesday, but I want to make sure senators know I am available if they want to contact me before the meeting to feel better prepared.

a. **Please keep in mind that as a Co-Funding Board of both senates, we have all put in hours and hours in deliberation to provide the most fair and reasonable budgets to each and every club. IV. New Business
A. Motion to review the Archipelago Association Appeal
Motion made by Allocations Chair Sperl and second by Senator Burgason
Senator Burgason – In order to appeal them, we first to pass the motion to review the appeal?
President Verburg – Yes
Treasurer Hansen – If we do approve that, can we discuss the amount?
Vice President Peichel – We can discuss. We could put a dollar amount of our choice.
Motion number 091--028 to review the Archipelago Association Appeal.
Motion fails 11-6
B. Motion to review the Psychology Club Appeal.
Motion made by Treasurer Hansen and second by Trustee Hauff.
Trustee Hauff – I would like to make the point that abstaining from voting is encouraged if it is necessary. The co-funding board has already voted on this funding.
Alocations Chair Sperl – There is only one funding motion that was passed unanimously.
Vice President Peichel – This is the Saint Bens Senate voting not the co-funding board. This is my firm opinion.
Senator Burgason – I just want to quickly touch on that. We voted from the co-funding money and now we are voting from the Senate. It is a separate chunk of money.
Trustee Hauff – I have never had that perspective explained to me.
Advisor Esch – There seems to be some confusion of the first motion. Just because there was confusion doesn’t seem like a reason to not discuss it.
Senator Gresback – About psychology club, their names for their events are kind of misleading. They are doing their best to try to incorporate communication. Food is a great way to draw a crowd. It is hard to start a club when there are all new members. That’s my opinion.
Senator Reiner – We are a Senate that was voted in to represent the student body. We need to be democratic.
Senator Burgason – The psycholog club did bring up a good point, they did purpose good reason for the money. I would suggest 134 be funded.

Treasurer Hansen – We can’t discuss before we get the 2/3 vote to review the appeal.
Senator Andreasen – Can we resin the motion
Presient VerBurg - Yes
Senator Andresen – Can we go over the process one more time?
Vice President Peichel – You always must speak to what the motion is. If it passes we discuss the dollar amount.
Allocations Chair Sperl – I would highly encourage us to look at the points the psychology club brought up. They did not present so I feel we should go back to looking over their budget.

C. Motion to review the Cultural Affairs Board appeal
Motion made by Senator Milbaur and second by Senator Gresback
Allocations Chair Sperl – I also firmly believe we discuss this matter. The info has changed. The time that this event was going to be held was the reason it did not pass the co-funding board.

D. Motion to review the International Affairs Club appeal
Motion made by Senator Martin and second by Trustee Hauff
Trustee Hauff – I just want to say that it is undemocratic if we don’t at least address the appeal
Senator Finley – Some of us might not know as much as others about this appeal.
Public Relations Representative De Leon – If we decide to review, can motions change?
Vice President Peichel – Motions can be amended.

Senator Andreasen – When we first looked at this part of the agenda I misunderstood . I am definitely willing to adjust the funding requested. I definitely want to open the conversation.
Allocations Chair Sperl – I think it would almost be unfair to not discuss this one out of the four.

Add F Cultural affairs. Motion to allocate 156 dollars to Cultural Affairs Board. CSB has 52% of students.
G. Motion to allocate 139.36 to the Psychology Club
H. Motion to allocate 5,657.60 to the International Affairs Club.

Treasurer Hansen – Could we move Archipelago to letter F. and move others down.
Treasurer Hansen – Yield time to SJU Senate
SJU Senate – There is a representative here from the International Affairs Club. Could you vote on that motion tonight?
Senator Burgason – There is only 15 minutes left of this meeting. I don’t believe that is enough time.
Allocations Chair Sperl – I think we should pass this and then motion to table all motions.
Vote on tonight’s agenda. Agenda stands approved.
