Subject:   Committee Meeting on Wednesday, December 8th from 7pm to 8 pm 
In the Natural History Museum, New Science 150.  Saint John’s University

Agenda:

The Stearns County Board will be reviewing proposed changes to the Stearns County Zoning Ordinance on Tuesday, December 14th at 9am.   We want to prepare information to send and also discuss our attendance. 

1)  Discuss Ordinance 7.14.10 C(1)  concerning Open Space Design Standards – required open space percentage. 

It is proposed at 60% and we propose it goes to 80%.  See attached resolution.

2)  Discuss Ordinance 7.14.8  Open Space Ownership Requirements

It is unclear who can buy or sell “open space” land.  

3)  Discuss Ordinance 7.14.5   Density Bonus

The bonus is a flat 50% regardless if the developer is developing 80 acres or 400 acres.  Some people think that developing ;larger tracts and thereby preserving larger spaces is a benefit and the density bonus should progressively increase as the tract size preserved increases.  See attached.

4)  Discussion of Assignment of Development Rights

5)  Discussion of Creating a Development or Conservation Overlay District

Summary:

Reviewed, revised and approved the resolutions shown below.  The concepts of these resolutions had been previously passed at the November 18th, 2004 Avon Hills Meeting. The full group gave the Government Operations committee the freedom to make any necessary adjustments to the resolutions before presenting them to the county.

These resolutions will be presented to the Stearns County Commissioners board at their December 14th, 2004 meeting by Alan Davisson, Chris Schellinger, Leroy Goldringer, and Tom Kroll.
